Job Title: Technical Program Manager II
Location: 601 108th Avenue NE, Bellevue, WA( 3 days in office)
Contract: 10 Months(potential extension)
Estimated Start: 02/23/2026
Pay Rate: $94.92/hr, W2
Job Responsibilities:
- Manage program execution within the defined constraints of scope, quality, time, and budget, particularly under conditions involving multiple moderate-probability, moderate-impact risk factors.
- Contribute to program-level strategic planning, engage effectively with executive-level management, facilitate complex issue resolution, and demonstrate exceptional communication and team-building proficiencies.
- Oversee a group of internal exempt and matrixed employees and contractors dedicated to delivering systems and system enhancements that adhere to specified requirements.
- Provide comprehensive oversight of project scope definition and management, requirements gathering and documentation, time estimation, project schedule development and tracking, project budget management, status reporting, issue and risk management, contingency planning, customer engagement, and inter-organizational communication across multiple organizational levels.
- Monitor and maintain progress reports across all projects, ensuring consistent and timely follow-up with stakeholders to drive execution and accountability.
- Proactively escalate persistent, unresolved issues to the appropriate teams or leadership when delays or significant blockers occur, ensuring prompt resolution and maintaining project momentum.
- Develop and manage detailed launch plans, track extant defects and feedback items, and collaborate with cross-functional teams to ensure their definitive closure.
- Demonstrated proficiency in project estimation, scheduling, and tracking, coupled with expertise in customer interaction and management, and implementation planning within large-scale organizations.
- Proven competencies in people management and team development.
- A demonstrated capacity for flexibility and adaptability in exercising judgment within a dynamic environment and effectively managing competing priorities.
- Proven ability to rapidly assimilate business processes and collaborate effectively with business partners at various hierarchical levels within the organization.
- Strong aptitude for assessing risk and applying established management principles to technology applications/products and associated business functions.
- Substantial experience in delivering technology and business application solutions within a large-scale, multi-platform systems environment.
- Familiarity with the software development lifecycle.
Must-Have Skills:
- Expert Project and Program Management: Demonstrates strong capabilities in project estimating, scheduling, tracking, and developing comprehensive implementation plans for large-scale organizational initiatives.
- Effective Team Leadership: Proven success in leading and developing teams, including the management of matrixed employees and external contractors.
- Risk and Issue Resolution: Highly skilled in risk assessment, issue resolution, and applying established management principles to both technology and business functions.
- Commitment to Excellence: Consistently delivers flawless execution across all areas of responsibility.
Software Development Lifecycle Experience: Familiarity with SDLC and delivering tech/business solutions in multi-platform environments.
Executive Communication: Ability to interact with executive management and communicate across multiple organizational levels.
Adaptability: Flexible in judgment and able to manage competing priorities in a changing environment.
